Responsibilities

Perspecta seeks a Technical Program Manager to lead and provide program management support for a major USAF cyber capability development program. This includes but is not limited to: Technology research, vulnerability assessment, development of cyber effects, capability integration, system test, and product maintenance, as well as safeguarding the IT infrastructure against cyber-based attacks, protecting technologies and capabilities, and strengthening the overall security of IT infrastructure developed/integrated. The individual will lead projects of various layers of complexity and be responsible for managing the development, creation, test, deployment, and sustainment of hardware and software-based solutions. The individual will prepare long and short-range plans for enhancement, project selection and development and will work with the customer to identify relevant criteria to prioritize projects and staff work to meet changing needs.

The Technical Program Manager works with the customer to establish and implement program goals and provide key performance metrics to define and measure progress. The individual will create and maintain a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedules for all tasks. The individual will ensure projects are staffed with the proper mix of expertise and skillsets according to technical requirements and customer and mission priorities. The individual will maintain awareness of capabilities and technologies of interest to the customer and provide briefings on technical topics as requested. The individual will act as a bridge for the gap between the non-technical functions of management and the technical requirements of the work area.

The Program Manager will:

- Serve as the primary point of contact for daily customer needs
- Manage teams of technical staff to develop tools and enhancements and provide detailed analysis that meets customer requirements
- Brief customer on capabilities and technologies of interest and translate technical details to non-technical audiences.
- Manage project schedules, milestones, and work plans to ensure deliverables are met on time
- Work with Perspecta and customer to provide the right mix of staff skills to meet project needs

Qualifications

- Must hold an ACTIVE TS with SCI eligibility
- At least 10 years of progressively higher experience in technical areas
- 5+ years in Project/Program Management in Cyber Operations
- Specialized experience performing program management, staffing, leading teams of at least 20+ personnel, deliverable quality control, and risk management (including cost, delivery, staffing, and budgetary execution) for cyber capability development
- Experience leading technical software development/engineering projects
- Project Management Professional (PMP) Certification
- BS degree in a technical discipline such as computer science, electrical engineering, or related subject area
- Experience with structuring and conducting data gathering and analysis activities, including gap analysis and interviews
- Strong critical thinking skills, writing skills, and communication skills to understand clients' problems and identify technical solutions to address challenges
- Organized, flexible, adaptable, team-oriented, and able to operate effectively in ambiguous situations
- Ability to utilize MS Office suite to prepare presentations and gain stakeholder buy-in
